The rate layer ingests every regulatory filing that changes a customer's bill: docket, requested vs. approved ROE, the customer-class breakdown, the project (plant, transmission line, rider) driving the cost, and the source quote. About 50 Virginia filings come online first; full PJM follows. The table below previews what each row will carry once populated.
